Public Leaders Ethics Enforcement Division


Objective

To improve ethical conduct of Public Leaders.

Functions

  • (i)To prepare and issue Declaration Forms to Public Leaders listed under the Public Leadership Code of Ethics Act (PLCEA);
  • (ii)To receive and Verify Declaration of Assets, Interest and Liabilities;
  • (iii)To maintain the Register of Assets, Interest and Liabilities;
  • (iv)To carry out thorough preliminary investigation on complaints on alleged breach of the Code of Ethics by the Public Leaders;
  • (v)To initiate and conduct any investigation with respect to breach of the Code of Ethics prescribed under the Act; and
  • (vi)To carry out verification of leaders Assets and Liabilities Declarations.

This Division is led by a Secretary and has (2) Sections as follows:-

  • (i)Investigation Section; and
  • (ii)Compliance Section.

Investigation Section

This Section performs the following activities:-

  • (i)Administer reception of allegations and notification of breach of the Code of Ethics by Public Leaders from members of the public;
  • (ii)Carry out thorough preliminary investigation on complaints in alleged breach of the Code of Ethics by the Public Leaders; and
  • (iii)Initiate and conduct any investigation with respect to breach of the Code of Ethics prescribed under the Act;

This Section is led by an Assistant Secretary.

Compliance Section

This Section performs the following activities:-

  • (i)Maintain the Register of Assets, Interests, Liabilities as well as gifts provided to Public Leaders;
  • (ii)Prepare and issue Declaration Forms to Public Leaders listed under the Public Leadership Code of Ethics Act (PLCEA);
  • (iii)Receive and verify Declaration of Assets, Interest and Liabilities;
  • (iv)Carry out physical verification of leaders Assets and Liabilities Declarations;
  • (v)Manage complaints related to the breach of code.

This Section is led by an Assistant Secretary.
